Throne speeches suck. That’s just a plain fact. And that observation stands independent of the political bent of the government of the day. No single party has proven more or less invulnerable to their restrictive form. No government has yet produced an interpretation that excites Canadians with candour and salience. As a breed, these things are windy and self-referential. Overproduced and under-precise. In other words, they are exactly the worst sort of instrument to ask a struggling government to rely upon for political renewal and reconnection with voters.Which always made Stephen Harper’s challenge in kicking off the second session of this 41st Parliament quite steep. Yet he chose to make it steeper still with a padded, lumpy effort that stole 61 minutes from the lives of those unfortunate enough to endure its eternal prose. “Seizing Canada’s Moment” inadvertently parodied the film Dead Poets Society — a sort of Carpe Conservatum. It wasn’t a disaster (except, perhaps, for the absurdly lame proposal for balanced budget legislation that is at least a decade out of vogue and was always ridiculous). But for those hoping for a clear pathway to re-election, it had to be a disappointment.From this government we expected something different. A leaner, meaner more politically potent effort. A set of brashly expressed priorities that would resonate with working Canadians, compete with Senate scandals for media attention and force political opponents into fights they would prefer to avoid. We expected a throne speech that would delight diehards and offend traditionalists in its brazenly partisan tone and clever manipulations. Instead, the only thing remarkable was the remarkable similarity to every other throne speech in history. Long, rhetorical and almost instantly forgettable.It’s as though Stephen Harper has failed to grasp the new political reality that will shape the next two years of his life: He’s behind. Like it or not, believe it or not, recent polls show him trailing Justin Trudeau’s Liberals by either a thin or a substantial margin.EKOS Research made some noise by releasing a new survey on the morning of the throne speech showing the Liberals at 36 per cent — a full 10 points on top. Skeptics would be right to point out that’s by far the largest spread we’ve yet seen. However, no one can ignore that Harper has consistently registered at less than 30 per cent for the past few months from all polling houses. That is worrisome. His great achievement as Conservative leader has been to lift his party’s core vote from 20 per cent to first 25 per cent and then, since forming government, to 30 per cent. In other words, he’s now consistently polling below his core. If that isn’t corrected by the time the writ drops, securing a second straight majority will prove virtually impossible.If you’re one who likes to dismiss polls, there are other indications of challenge that should worry any sensible strategist. The Senate expenses scandal remains as vibrant as ever.
